Seoul: The crisis unfolding around the Strait of Hormuz is a test of regional stability as well as global leadership. And increasingly, the United States under Donald Trump appears to act less like a stabilizing force and more as an unpredictable variable.

According to Yonhap News Agency, at the center of the issue is a simple but dangerous shift in logic. Washington is no longer framing security in terms of shared responsibility, but of relative exposure. Trump's argument -- that countries more dependent on Middle Eastern oil, such as South Korea and Japan, should bear the burden of securing it -- may sound pragmatic. In reality, it represents a profound unraveling of alliance principles.

This is not strategic clarity. It is strategic abdication dressed up as efficiency. For decades, the global order, particularly in maritime security, has rested on the premise that the United States would act as a guarantor of stability, not because it was especially vulnerable, but because it had the most capacity. That asymmetry was the point. It allowed for coordination and predictability. Now, that logic is being reversed. Capability is being decoupled from responsibility, and the consequences are already visible.

Trump's foreign policy has long been marked by abrupt reversals and transactional instincts. One moment, alliances are "ironclad." The next, they are liabilities to be renegotiated. This inconsistency reshapes behavior. Allies are no longer operating within a clear strategic framework, but reacting to a moving target. The result is fragmentation.

South Korea's cautious stance reflects this reality. By aligning politically with Western condemnation of Iran's retaliation while avoiding military involvement, Seoul is attempting to balance principle with prudence. But this is not a sustainable equilibrium. It is a holding pattern, born from uncertainty about whether the United States will lead, withdraw or change course entirely.

Japan, by contrast, has moved more decisively, but also more independently. Its willingness to engage directly with Tehran underscores a growing recognition that reliance on a volatile ally requires hedging. What makes this moment particularly dangerous is how these shifts are being perceived -- and exploited -- by adversaries. Iran's calibrated control over the Strait of Hormuz is not just about oil flows. It is about leverage. By selectively permitting passage, Tehran is testing the cohesion of U.S.-aligned states. And the results are telling. Instead of a unified response, there is a patchwork of national strategies.

Trump's defenders might argue that sharing the burden has long been overdue, that allies have relied too heavily on American protection. There is some truth in that critique, but the manner in which it is being pursued matters. Burden sharing requires coordination, negotiation and trust. What is being offered instead is unilateral recalibration, announced abruptly and enforced inconsistently. It is erosion, not reform.

The broader implications extend far beyond the Strait of Hormuz. When the United States signals that its commitments are conditional and fluid, it alters the calculus of every actor in the international system. Allies begin to question not just what Washington will do, but whether it will do anything at all. Adversaries, meanwhile, are incentivized to probe and exploit the resulting ambiguity.

Global order does not collapse overnight. It weakens incrementally, in moments like this. For South Korea, the lesson is unavoidable. Dependence on a security architecture that is increasingly transactional carries inherent risk. Strategic autonomy is no longer a theoretical aspiration, but a practical necessity. That means diversifying energy routes, deepening regional partnerships and expanding diplomatic engagement, even with uncomfortable counterparts.

None of this implies Korea should abandon its alliance with the United States. But it does mean recognizing that the alliance is changing -- and not necessarily for the better. When leadership is inconsistent, commitments become negotiable and responsibility is reduced to a cost-benefit analysis. As a result, the burden does not disappear, but shifts -- unpredictably, and often unfairly. Right now, much of that burden is landing on countries that can least afford the uncertainty.
