SEOUL, Oct. 27 (Yonhap) -- The inter-Korean military agreement signed last month during the summit between South Korea President Moon Jae-in and North Korean leader Kim Jong-un in Pyongyang has already taken effect despite not being published in the government gazette, a Seoul official said Saturday.
Moon ratified the Agreement on the Implementation of the Historic Panmunjom Declaration in the Military Domain, along with the Pyongyang Declaration, on Tuesday. In order to officially come into effect, it needs to be published in the government gazette. The government official, however, said the agreement is already taking place under a clause in the agreement.
The military agreement signed by the two Koreas calls for ceasing all hostile acts against each other so as to reduce military tensions and prevent accidental clashes, such as suspending all military exercises near the land and sea borders between the two sides.
The agreement also states that it takes effect on the date of exchange of the signed documents, following the procedures required for ratification from each party.
The South Korean government said it notified the North on its ratification of the agreement during the general-grade military talks held in Panmunjom on Friday. The official claimed that with that action, the procedures have been completed and the agreement has come into force in practice.
"We haven't exchanged the documents, but both sides confirmed that they've completed required procedures to make the agreement come into effect," the official told Yonhap News Agency. "Although the agreement has yet to be published in the government gazette, the agreement aimed for implementing the superior agreement comes into effect on the day that the two parties confirm the procedures and exchange the documents."
However, the official said the government will take formal steps even though the agreement is already taking place.
The official added the government will ask for the gazette registration Monday, and the agreement will be published two or three days later.
The Pyongyang Declaration ratified by Moon will be published in the gazette Monday and will officially take effect.
