Seoul: Cheong Wa Dae announced its intention to actively support dialogue between Samsung Electronics Co. and its labor union in an effort to resolve an ongoing wage dispute that threatens to culminate in a strike.
According to Yonhap News Agency, the announcement by senior presidential spokesperson Kang Yu-jung came shortly after government-mediated wage negotiations broke down due to significant disagreements over performance-based bonuses linked to the company's recent record-high earnings. During a press briefing, Kang emphasized the government's commitment to facilitating a resolution through dialogue, noting that time still remains before the strike, which is scheduled for May 21.
The breakdown in talks followed two days of intense government-led mediation, which had been seen as a critical attempt to prevent the looming strike. Labor Minister Kim Young-hoon highlighted the necessity of continued dialogue and refrained from commenting on whether the government might invoke an emergency measure to address the situation. In a YouTube interview, Kim stressed the importance of ongoing discussions, even suggesting that talks should continue overnight if necessary.
Under current labor regulations, the labor minister holds the authority to implement an "emergency adjustment" measure that can delay a strike for up to 30 days if it poses a threat to public welfare or the national economy. Kim reiterated that while the decision to strike ultimately rests with the union, the government is committed to facilitating discussions to prevent the strike.
The crux of the dispute lies in differing perspectives on performance-based bonuses tied to the company's earnings, which have surged amid an artificial intelligence-driven boom. The union is pushing for bonuses amounting to 15 percent of operating profit, the elimination of a payout cap, and formal recognition of the bonus system. In contrast, management has proposed distributing 10 percent of operating profit as bonuses, alongside a one-time special compensation package that reportedly exceeds industry norms.
