Seoul: The government of South Korea has finalized its 2027 budget proposal for official development assistance (ODA) at 6.3 trillion won (US$4.6 billion), marking an increase of 871.2 billion won from the current year. This proposal forms part of a comprehensive ODA plan approved during a meeting presided over by Prime Minister Han Seong-sook. The budget will undergo a review by the ministry of planning and budget before seeking approval from the National Assembly.
According to Yonhap News Agency, the upcoming year's plan is based on a mid-term ODA strategy announced by the government in May. The strategy focuses on healthcare, culture, and artificial intelligence (AI), which are designated as strategic cooperation sectors for the next five years. Projects related to drought and flood prevention, such as dam construction and river management, are prioritized. The government aims to tailor projects to the specific needs of recipient nations while leveraging South Korea's strengths in culture and AI.
AI holds particular significance in the ODA plan as it is a signature agenda item for Prime Minister Han, who has a background in IT and formerly served as CEO of internet giant Naver. The government plans to support the establishment of "AI ecosystems" in recipient countries by improving laws and regulations that benefit from AI, and by fostering AI experts through internship programs linked to advanced degree courses.
AI will also play a critical role in enhancing the transparency and efficiency of ODA projects. South Korea intends to strengthen ODA partnerships and lead the global AI agenda through summit diplomacy and international conferences. The country will develop joint projects with international organizations based on the Global AI Hub, a global AI cooperation platform that South Korea leads.
