According to Yonhap News Agency, in 1990, South Korea established diplomatic relations with Romania, marking a significant step in its international relations. This development was complemented by Korean Air launching flights to Moscow and Russia's Aeroflot Airlines opening a route to Seoul, enhancing connectivity between the two countries.
In 1991, the South Korean government founded the Korea International Cooperation Agency. This organization was created to provide aid and technical cooperation to developing nations, thereby expanding South Korea's global influence and humanitarian efforts.
Fast forward to 2004, South Korea held a ceremony to celebrate the launch of the KTX bullet train service, a project that took 12 years of construction.
